Add async standup details to Ecosystem handbook

Matt Nohr requested to merge mnohr-master-patch-20560 into master

Why is this change being made?

I want to document our current Ecosystem async standup process. In the future, I would like to think about changing our standup questions to drive more engagement. To do that I would like to create an MR to highlight what is changing and have a transparent discussion. As a first step, I need to have our current process in the handbook so then we can see the changes.

    • If the changes relate to any part of the project other than updates to content and/or data files please make sure to ping @gl-static-site-editor in a comment for a review and merge. For example changes to .gitlab-ci.yml, JavaScript/CSS/Ruby code or the layout files. (this requirement has been removed pending identification of a new DRI for the handbook)
