Resolve "Add a Recommended Training list to the Create Stage Handbook for Engineers"

Why is this change being made?

Background

Several updates need to be made to the Create Stage Handbook. All of the Updates are captured in Create Stage Handbook Page Updates.

Purpose

The purpose of this merge request is to update a page that list recommended training for Engineers.
