Update community operations handbook page with link to common metrics for community programs

Why is this change being made?

We've decided to keep track of common community program metrics for the EDU/OSS/Startups programs. These include inputs for KPI dashboards and also impressions/marketing dashboards.

This MR adds a link to the section about supporting community programs so that people can find the new Metrics page: https://about.gitlab.com/handbook/marketing/community-relations/community-operations/workflows/metrics/
