Fix team rosters on Enablement sub-department page

Why is this change being made?

Changes to the EM title for Geo made the Geo team roster disappear from the Enablement sub-department handbook page. We've also had issues with using the team_helper.rb partials to display the Memory and Database team rosters in the past. This MR adds additional data into the views to help render the missing team roster partials correctly.
