Why is this change being made?

We have established new rules of engagement for sellers when they are working with customers who need professional services. The ROE help sellers identify the right Pro Serv group (GitLab and/or Partner) to reach out to and will guide them in the process.

For example changes to .gitlab-ci.yml, JavaScript/CSS/Ruby code or the layout files. (this requirement has been removed pending identification of a new DRI for the handbook)
