Update feature name status

The Instance Statistics feature was renamed Usage Trends to support our roadmap of making it more accessible to .com users and non-admin users in self-hosted instances. The name change did not make the 13.6.0 release but was updated in 13.6.1. This MR updates the 13.6 release post.
