Monthly task for pruning unlinked images
Why is this change being made?
In gitlab-org/gitlab#280567 (closed) @cnorris asked if it was possible to test for images that were in the repository, but unlinked. In this comment, @marcel.amirault identified a proof of concept.
This MR adds the task to the monthly chore list for TWs, so unlinked images are regularly identified and cleaned out.
(It also fixes a few lines that were bolded to simulate subheadings, and changes them to H4.)
