RTWG: Mark reference architectures as done

Why is this change being made?

  • Memory tests against 10k architecture were inconclusive, so we can consider reference architectures done. gitlab-org/quality/performance#256 (comment 444323391);
  • Feature was switched off in production so we can no longer consider that done;
  • Adds a criterion for a readiness check before going to production again.
