Adding process for onboarding core team members for PEA team

Why is this change being made?

I searched the Handbook, but couldn't find anything documented for the PEA team in terms of onboarding a Core Team Member. This MR is adding the steps in based on the issue template.

Please let me know if it makes sense or if anything needs to be updated 😄
