Updated record retention policy to point to records retention and disposal standard

Why is this change being made?

The record retention policy linked to an outdated record retention schedule that was not tailored to GitLab as an organization. Replaced this link with the recently created, reviewed and approved records retention and disposal standard which was created based on a control test observation
