Update projects and domain expertise for Mo Khan

Why is this change being made?

This change includes the following:

  • Add Ruby to the list of domain expertise for Mo Khan.
  • Nominate Mo Khan to be a maintainer of the license-management project.
  • Nominate Mo Khan to become a trainee maintainer of the GitLab project.

This change is being proposed because Mo has demonstrated an interest and proficiency with the Ruby programming language and has been writing Ruby since 2011. He has contributed to Ruby On Rails, RubyGems and many other popular Ruby projects.

Mo has unofficially acted as the maintainer of the license-management project since August 2019. He has 100+ merged MR's in this project.

Mo is interested in working towards becoming a maintainer of the GitLab project. Mo has had 70+ merged MR's in this project.
