Why is this change being made?

Added new sub-pages to Sales Onboarding section of handbook to make the original Sales onboarding page more concise.

• Target Roles (convert https://about.gitlab.com/handbook/sales/onboarding/#targeted-sales--customer-success-roles to a new sub-page e.g. https://about.gitlab.com/handbook/sales/onboarding/target-roles/)
