Describe what architecture roadmap is and who DRIs are

Why is this change being made?

This merge request introduces changes to our architecture practice handbook pages that are results of our discussions during Architecture Kickoff WG meetings.

  • Describe the concept of "Technology Roadmap" in the context of the Architecture Practice
  • Add a few notes about who the DRIs are for 12/6/3-month artifacts
