Fix WTFPL link. For some reason the secure version goes to the wrong page.

Why is this change being made?

The link is intended to take someone to the WTFPL license page. Something is misconfigured on the server that hosts that page because the HTTPS and HTTP protocols point to different pages. The HTTPS link appears to point to a personal page whereas the HTTP link points to the actual WTFPL page.
