Adding examples of alternative criteria to Interim Promotions

Why is this change being made?

Not all teams have headcount assigned, therefore team members stepping into a interim manager role might not be able to meet the "30-day successful hire criteria". With this MR want to add ideas on other criteria we can use if no headcount assigned.
