Adding the section "Communicating a change that requires Downtime"

Why is this change being made?

Adding this section to the Change Management handbook page for the Infrastructure team, as exercised in our PG Migration to 11.7 in early May.

I am sure it can be perfected and added more info - this is just the 1st iteration, @brentnewton, @dawsmith
