Use quotes for blacklisted reference in marketing page

Why is this change being made?

In !51760 (merged), we renamed blacklisted to blocked but recently I was made aware that this reference was for the term used by a third party tool.

In this MR, I've reverted the change and put the word in blockquotes so that the linter will ignore it.
