Resolve "Update Legend and Format of KPI Index Page"

Why is this change being made?

This issue tracks the following improvements made to the KPI Index page:

• Updating the language around the 🚧 and 🐔 icons
• Reorganizing the legend to be closer to the KPIs
• Adding language for Phase 1 (all data somewhere) and Phase 2 (all data in Sisense)

The goal of these changes is to ensure the success of Phase 1 (identifying all the data necessary for each KPI) and to inform the next steps (Phase 2).
