Adding a link to the Parental Leave Mgr Toolkit off the main Parental Leave section in the handbook

Why is this change being made?

I was having difficulty finding the page that Candice created that we wanted to build out for managers and how they can support their team members on parental leave. I added a link to the parental leave section on the benefits page making it easier to find. I know we have resources to add but thought we could put it out there and iterate!
