Why is this change being made?

Questions have been raised about the alignment of our objective measure "MR Rate" with our customer's needs and business objectives. In order to address this, the package group will undertake an effort to align the measurement of our performance against our product category maturity primarily and use MR Rate as a measure of efficiency only.
