Update External Communications section: reassess "screenshare" terminology

Why is this change being made?

The first item in the "External Communications" section recommends that you turn on screenshare during calls so that others in the meeting can feel more comfortable and make certain that your undivided attention is geared towards them. Screenshare refers to sharing your desktop, and I think what they mean in the handbook is that you should show your face, thus enabling the webcam feature, not screenshare.

I suggested that we change the beginning of the point to "Video Calls", but something like "Webcam" could also work instead. Later in that point, I think referring to "webcam" is more appropriate than "screenshare".
