This MR adds a section for Running Experiments to the Growth Section
- Removes the
experiment::validated::clean_up_for_productionlabel as it is not being used. - Adds experiment issue creation guidelines using two issues gitlab-org/growth/team-tasks#54 (comment 286556122)
- Adds experiment issue boards by group
