Add telemetry team members to Growth Section

Jerome Z Ng requested to merge jeromezng-add-telemetry-to-growth-section into master

With the recent changes of Chris Baus and Jerome Ng becoming the Telemetry EMs, this MR updates team.yml with Telemetry departments.

This MR also updates /handbook/engineering/development/growth/ to use department based teams instead of manager based teams which makes it clearer how many team members belong to each group.
