Add to distribution team page: how we got the name

Why is this change being made?

During a call discussion the improvement of the Distribution team job openings, we realized there was clear definition, implied or inferable, of why the team is named the way it is.

We know that a discussion of who and what this team is, was had during a recorded call. Therefore, we can compile content into a concise snippet to be added to the distribution team's handbook page.

As a part of resolving this, I've found, trimmed, and uploaded the related conversation to GitLab Unfiltered. That is linked here-in.
