Move maturity of application types s

Why is this change being made?

All application types were set to become complete by end of FY20, but that's not realistic. This MR moves them back to 2023-11-18, which is a date used in https://about.gitlab.com/company/strategy/#sequence and serves as a 3-year strategy milestone. When we have more solid data, we should move thing earlier.
