add assignments to DEs

Why is this change being made?

In order to better align to business value I'd like to add a first iteration of DE assignments. These are not part of the job family and do not constitute a change to prioritization owners. These assignments are meant to create a consistent point of contact for our internal customers and our analysts as well as provide the space for more focus on business needs beyond general data engineering. They are subject to change at anytime, after stakeholders are informed of that change.
