Update legal and finance codeowners

Why is this change being made?

To update the codeowner in Legal due to a departure and to add codeowners in finance for spending company money

Describe in detail answer to question on why this change is being proposed, in accordance with our value of Transparency The legal codeowner was outdated. When people suggest changes to legal handbook pages, @rschulman should be reviewer/approver. Based on some recent confusion, we recommend someone in finance review suggestions for spending company money so there is consistency when the page changes. cc @daleb04 @jnguyen28
