Added purchasing and setup instructions for iPads for the AMER FM team

Why is this change being made?

Helpful to have all information listed in the Handbook together.

@lblanchard Take a look and let me know if I'm missing anything. In MVC fashion, I'm adding all this in now, even though we're going to update the cell authorization details. Once that occurs, I will update the note in 1pass under our AMER FM Google account.
