Add instructions for setting up security jobs on new projects
Why is this change being made?
The AppSec team uses GitLab's Security Dashboard to identify potential vulnerabilities in our various projects. However, the Security Dashboard will only list findings if security jobs have been set up and, hence, this MR instructs to set up security jobs for new projects.
