Update Corporate Marketing Handbook with PR (Public Relations) section

Why is this change being made?

GitLab's Corporate Marketing Handbook section is being updated to provide an overview of the PR (public relations) function.

This includes:

  1. Mission Statement
  2. Audience
  3. Objectives and goals
  4. Process for contacting the PR team
  5. Process for contacting the PR team to review quote/commentary requests from the media

This also establishes a process for PR review, an important step in ensuring that we consider such opportunities as a team.

Part of the impetus for this change was an inquiry from a team member who wanted the PR team to review an editorial draft where he was quoted as a spokesperson of GitLab. As he found no process/guidance in the handbook, this addition documents that solution for all in accordance with GitLab values.
