Clarify task vs project DRI

Why is this change being made?

The verbiage on the page made it sound like there were few DRIs and they get "promoted" to DRI by a manager.

In practice at GitLab, there are many DRIs and each person is the DRI for many things. Most projects have multiple DRIs with one assigned for each component of the project. This is more in line with the Apple view of DRIs where each agenda item in a meeting must have a DRI.

This MR updates the language to clarify between a task and a project DRI and brings the description of a DRI more in line with how GitLab works in practice (i.e. DRIs are most frequently chosen ad hoc by the members of the project group, not by managers, and people are seldom promoted to DRI.)
