Resolve "Update Periscope handbook page with Data Team issue template usage"
Why is this change being made?
The changes to the Periscope handbook page are to help facilitate self-service in the Periscope environment. These two processes help to create a uniform process with enough detailed information for people to recognize how to ask for automating Periscope dashboard refreshes or how to get data into the Periscope environment using CSVs.

For Issue https://gitlab.com/gitlab-data/analytics/issues/3116, we wanted to create a template that people could use to request for automating dashboard refreshes in periscope. This handbook change will say that this template can be used for bulk request or single requests.

For Issue https://gitlab.com/gitlab-data/analytics/issues/3140, we wanted to add a line to use the template in the issue to understand when best to use Periscope CSV Uploads.
