Updated Wi-Fi section and moved Ad Policy section around

Why is this change being made?

The Wi-Fi section of the Tools and Tips page mentions dealing with unsecured Wi-Fi, including using a personal VPN without any recommendations, and no mention of alternatives. Specific personal VPNs have been recommended based upon input from the Security Team to simplify the process, and a potential restriction involving geolocation has been brought up to prevent a potential incident for team members that support GitLab customers with geolocation restrictions. Additionally, an alternate method of communicating known as tethering was also recommended, giving the team member a choice over using a personal VPN.

The Ad Policy section was also moved up to be next to the Adblockers section since the two items are related, and logically it makes sense.
