Update Plan vs Hires tracking

Why is this change being made?

Want to start showing Hires vs Plan on a ytd basis as well as monthly. The KPI stays defined as a monthly - adding that we will also track on ytd.

Does this MR meet the acceptance criteria?

cc @kathleentam @pluthra Everything we need is already captured in this Periscope graph. Would be interested in just having this graph also show on the People dashboard.
