Update General Counsel JF to Chief Legal Officer

Why is this change being made?

This MR updates the general counsel job family to be Chief Legal Officer, adds the responsibility of being Corporate Secretary to the requirements of the CLO, redirects the job family, and updates all references to “General Counsel” in the handbook to Chief Legal Officer.
