Add Deprecate as misused word

Why is this change being made?

I've seen the word "deprecate" or "deprecated" appear in tons of places, but we have a specific definition of deprecate, and the usage of the term doesn't match that definition. i.e. people use the word "deprecate" when they really mean "delete". This is the most recent occurrence that triggered this MR: !35231 (merged).
