Adds detail on Heroes Communication

Why is this change being made?

This change is being made so it is easier for folks to find the GitLab Heroes project, encourage folks to use Issues and MRs in that project for more transparency and easier collaboration with the community, and direct folks to the email templates used for communicating with GitLab Heroes via email to improve efficiency.
