Allow team members to receive bonus after they left

Team members who shine as they live our values should also be recognized if they choose to leave GitLab. As we want the focus to be on the value and the behavior, not on the perceived monetary impact to GitLab, it doesn't matter if the team member is still employed.

This extends the wording introduced by !35390 (merged).
