Add a "Code Ownership" section to the "Offboarding Guidelines" page.

I just noticed that a former team member is still listed as a code owner for the marketing site. That seems like something we should probably update as part of our offboarding processes. I'm not sure of everywhere this should be noted, but the "Offboarding Guidelines" page seems like a good place to start.
