Update merchandise workflow
I've created this MR to update and consolidate the merchandise workflow documents in the handbook for Community Advocates.
I'll propose that this page in the handbook be renamed Merchandise Workflow, and that combines information found in the Evangelist program handbook. This page in the Evangelist program can be removed.
