Remove specific engineering language from Values

Dan Jensen requested to merge djensen-remove-overly-specific-engineering-language-from-values into master

A recent commit modified the values page to clarify that partial MRs are acceptable, even advisable, as long as they don't break anything. However, it introduced language that was overly-specific and could inadvertently suggest non-advisable engineering practices. This removes the overly-specific language.
