This makes the "Trade Compliance page" link URL at https://about.gitlab.com/handbook/business-ops/trade-compliance/#effect-on-customer-facing-web-pages root-relative.
Note: Except as described above, this does not change the content within the blockquote because it is a quote, but that message could use some editing as well. As that content requires compliance review and may require changes elsewhere I'll open a separate issue for it.
