more long-term CoM statement

For new folks that join GitLab they won't know/care that CoM materials were once listed here. Updated the wording to be a more stable message linking out to the Sales Handbook pages for CoM.

There's still a note to update links. I think we can leave this in for some time and remove it at a future date.
