Add SYS.3.02 control testing guidance, policy reference
This MR adds control testing guidance and policy references to SYS.3.02 per the results of https://gitlab.com/gitlab-com/gl-security/compliance/compliance/issues/679
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
