Add our product processes to the Meltano handbook

We have several lightweight processes we use to run Meltano product that need to be documented on the handbook, for the benefit of ourselves and future team members.

Some things to include:

  • Opportunity Assessments
  • Cadence
  • MR first
  • We are separate from the GitLab product org, but we learn from GitLab product team
