Added some guidance on best practices for PMs when managing availability
This MR builds on !30046 (merged) with some specific guidance for PMs to consider when thinking about velocity vs. availability. Context for this MR originated from a conversation with EricJ on specific behavior we'd like to encourage in Product given the culture shift.
