Adding New Hire Location Factor KPI definition.

W. Chase Wright requested to merge new-hire-location into master

Adding New Hire Location Factor definition to Compensation handbook and adding clarity around how it is calculated. I've routed all new location factor definitions on the Metrics page to the /hiring/metrics handbook where the updated New Hire Location Factor definition has been updated.
