Add section about scheduling issues in milestones
Adding language about how we schedule issues and use the deliverable label. I'm not sure if this is the right way to phrase all of this or whether the scope of what I'm adding makes sense. Please let me know what you think: @sarahwaldner @ClemMakesApps @mnohr @adriel
