Consolidate baseline entitlement info

Context:

Current information about baseline entitlements can be found in the following handbook locations:

  1. Security handbook page
  2. Okta appstack page
  3. IT Ops team page

Goal:

This MR will add references to a central handbook location in hopes of creating a single source of truth for this information and avoid conflicting information or duplicated updates as information changes.

Approvals:

The following people should all agree with this new approach because this touches handbook pages for different teams:

  • @wzabaglio / @gitlab-com/business-ops/itops because of changes to the IT Ops handbook page
  • @kathyw / @gitlab-com/gl-security/compliance because of changes to the Security handbook page
  • @gitlab-rmitchell because of changes to the Okta appstack page
