Update confidential merge request mention

This updates the mention of Confidential Merge Requests in the Communication section of the Handbook.

As far as I can tell, this was released to Production recently with 12.1. https://gitlab.com/gitlab-org/gitlab-ce/issues/58583

I noticed this when reading the handbook as part of my onboarding.
